In most decal sheets, the kit name and the like are printed and sealed with decal film just like the "normal" kit decals...

This means that these letters/digits can be individually cut and used as codes...

...for example, to create a plane number. If the size and style are "correct", why not using them?

Beside letters and numbers, punctuation marks (periods, commas, etc) are also very useful. In your picture you will notice a period after the year of manufacture on that decal sheet. I used two of the periods from my old decal sheets as eyeballs on my 1/48 RAF pilot figure. Hell of a lot easier than painting them and they look great too.
