Stars and Bars

I am starting on a 1/32 F4E Phantom by Revell.I have the Zotz decal sheet to make a Viet Nam Era aircraft.The sheet has two sets of stars and bars,one with the blue surround on the bars,one without.I cannot find documentation on the set without the blue.Can anyone shed any light on the use of these markings?Any help appreciated.
